Incident Command System (ICS) Training Recommendations
- The following ICS courses are required for meeting the National Incident Management System (NIMS) requirements for compliance:
- All listed below must take the on-line IS-700 The NIMS Introductory course, by September 30, 2005.
- Responder Level - Emergency response providers and disaster workers, entry level to managerial level including Emergency Medical Service personnel; firefighters; medical personnel; police officers; public health personnel; public works/utility personnel; and other emergency management response personnel.
- Executive Level - Political and government leaders, agency and organization administrators and department heads; personnel that fill ICS roles as Unified Commanders, Incident Commanders, Command Staff, General Staff in either Area Command or single incidents; senior level Multi-Agency Coordination System personnel; senior emergency managers; and Emergency Operations Center Command or General Staff.
- Managerial Level - Agency and organization management between the executive level and first level supervision; personnel who fill ICS roles as Branch Directors, Division/Group Supervisors, Unit Leaders, technical specialists, strike team and task force leaders, single resource leaders and field supervisors; midlevel Multi-Agency Coordination System personnel; EOC Section Chiefs, Branch Directors, Unit Leaders; and other emergency management/response personnel who require a higher level of ICS/NIMS Training.
- All first line public safety personnel must take the ICS-100 course by September 30, 2006.
- All first line public safety supervisors must take the ICS-200 course by September 30, 2006.
- All command level public safety personnel must take the ICS-300 and ICS -400 courses by September 30, 2006.
- Incident Command System courses. The following list of ICS courses will be accepted for those who have already taken them and those having completed these courses will NOT be required to take the corresponding courses listed above.
FEMA courses = NWFCR courses
a. ICS 100-Introduction to ICS (2 hrs) = IS100
b. ICS 200-Basic ICS (12 hrs) = IS200
c. ICS 300-Intermediate ICS (24 hrs) = G300
d. ICS 400-Advanced ICS (22 hrs) = G400
- Type 3 Incident Management Team. The following courses will be required of the Type 3 Incident Management Teams that are under development. There will be an additional qualification requirement beyond the ICS courses for the Type 3 IMT.
a. ICS 100-Introduction to ICS (2 hrs)
b. ICS 200-Basic ICS (12 hrs)
c. ICS 300-Intermediate ICS (24 hrs)
d. ICS 400-Advanced ICS (22 hrs)
Note-The ICS 300 should and the ICS 400 course MUST be taken with the RDSTF IMT.
- NIMS/ICS training in Fire, EMS and law enforcement basic training.
Each discipline provide IS-700 and ICS100 training prior to a student completing basic discipline training.
- Delivery of ICS training.
Jim Roberts in the Division of Emergency Management is the Point of Contact for ICS training for the State and will offer a schedule for ICS training to each RDSTF, 850/.
Wayne Jones with the State of Florida Department of Forestry is the Point of Contact for Type 3 Incident Management Team training and delivery, 352/.
- ICS Instructors
- Tracking of ICS training.
Each agency is recommended to contact the State Fire College to have their personnel entered into the State ICS training database by calling 352/369-28XX to obtain information on access to the system. Once an agency has a password, that agency may update their personnel's ICS training as it is completed.
